Ultimately Responsible
Michael Richard Pence
48th Vice President of the United States, 2017–2021
Vice President for the whole of the first term and the administration's steadiest public advocate: he chaired its coronavirus task force through 2020 and defended its record, the separation of families at the border included. On January 6, 2021 he declined the pressure to reject electoral votes, presided over the joint session and certified the result while a mob chanting for his hanging was inside the building. That refusal is on the record. So are the four years in front of it.

Presided over the count and certified the result
Presided over the joint session on January 6 and 7, 2021 and certified the electoral count, declining the pressure to reject electoral votes. The Congressional Record carries the proceedings and every member's vote by name. The mob in the Capitol that day was chanting for him to be hanged.
